How to Source ITAR-Controlled Defense Parts from U.S. Manufacturers

Who handles what when sourcing defense parts

Vendra gives defense teams one U.S. manufacturing partner from RFQ to delivery. Our platform and mechanical engineers match each part with the right American manufacturer and manage production, inspection, documentation and delivery, giving your team more time to engineer, test and build.

Before sharing controlled technical data, confirm the intended recipients, access restrictions and approved transfer method with your designated export-control team and Vendra.

Responsibility Who handles it
Buyer provides Drawings, quantities, manufacturing and inspection requirements, and export-control classification and contract requirements confirmed by the buyer’s designated team.
Vendra manages Part review, supplier assessment and matching, optional direct manufacturer communication, production, agreed inspection and documentation, and delivery.
Customer approves Supplier, process, deviation, or part-acceptance decisions reserved for the buyer’s designated authorities by the program or contract.

How to source ITAR-controlled defense parts through Vendra

Submit the part files through the confirmed submission method, along with quantities, manufacturing requirements, inspection needs, and the classification and contract requirements your team has confirmed. Include the required delivery date so we can assess supplier capacity against your schedule.

Our platform assists with part analysis, and our mechanical engineers review the manufacturing requirements. We assess U.S. manufacturers against the part’s processes, capacity, and required credentials, then bring you quotes from suitable suppliers. Optional direct manufacturer communication lets you discuss manufacturing questions with the people making your parts.

After you select a quote, we coordinate the agreed production work, inspection, documentation, and delivery. Your designated authorities make any supplier, process, deviation, or part-acceptance decisions reserved by the program or contract.

What ITAR registration actually covers

22 CFR § 122.1 generally requires persons engaged in the United States in manufacturing or exporting defense articles, or furnishing defense services, to register with the U.S. Department of State, subject to applicable exemptions. Registration is not a certification of manufacturing capability and does not confer export rights or privileges.

Vendra is ITAR registered and holds AS9100D certification. We assess the selected manufacturer’s capabilities and credentials against your order requirements, including any program-specific supplier approvals.

What to prepare before you submit an RFQ

Before we can assess a defense part and match it with a U.S. manufacturer, we need the current design and the requirements that will govern the order. Your designated team should confirm the export-control classification and contractual requirements. We use the RFQ details to review the work and identify suitable manufacturing capacity.

  • Part definition. Provide current CAD files and drawings with revision levels, material specifications, required tolerances, and any critical features. Include a bill of materials if the order covers an assembly.
  • Order requirements. State quantities, delivery dates, manufacturing processes, and any required sequence of operations, such as machining followed by heat treatment or coating.
  • Supplier and contract requirements. Include applicable contract flow-downs, approved-source restrictions, required supplier credentials, and any program-specific process approvals. Tell us which supplier or process choices your designated authorities must approve.
  • Traceability and inspection. Specify material and lot or serial-number traceability, the dimensions and features to inspect, acceptance criteria, and any required sampling plan or first article inspection.
  • Records and deliverables. List the documents the order must include, such as material certificates, special-process records, inspection reports, and a certificate of conformity. Identify any required record format or submission deadline.

Confirm access before sending controlled technical data. Before uploading or distributing drawings, confirm the intended recipients, access restrictions, and approved transfer method with your designated export-control team and Vendra. Include the confirmed requirements in the RFQ so we can assess the part and restrict access accordingly.

How Vendra assesses the part and matches a manufacturer

We assess your RFQ against the capabilities of U.S. manufacturers. After you submit the files through the confirmed submission method, our software helps identify materials, tolerances, quantities, and requested inspection records. Our mechanical engineers check those findings against the drawings and raise questions when a requirement needs clarification.

We then look for manufacturers whose processes, equipment, capacity, credentials, and controls fit the work. For a machined part that also needs finishing, supplier fit includes the ability to make the part and coordinate the specified finishing and inspection. When your program requires an AS9100-certified manufacturing supplier, we match the job to a supplier that meets that requirement. We verify the selected manufacturer’s credentials against the requirements of your order.

Our software and mechanical engineers work together to analyze requirements and review supplier matches. You can assess the resulting quotes and manufacturing feedback while your designated authorities retain any supplier or process approvals reserved by the program or contract.

How production, inspection, and delivery get managed

After you select a quote and place the order, we coordinate the manufacturing steps included in its scope. For a machined part that also needs heat treatment, we manage the handoff between processes and track progress against the agreed schedule. Optional direct manufacturer communication can help resolve questions about the part.

Your RFQ requirements set the basis for inspection and documentation. We coordinate inspection against the agreed drawing criteria and collect the records included in the order, such as material traceability or special-process certificates. If you need a heat-treatment record linked to a material lot, specify that deliverable before quoting so we can confirm it with the manufacturer.

We track the order through shipment and coordinate delivery of the agreed inspection results and records. If an inspection finds a nonconformance or a required record is missing, we coordinate resolution with the manufacturer and obtain any required customer approvals.

What stays with the buyer's designated authorities

Your designated team provides the export-control classification, contractual requirements and program-specific approvals applicable to the order. Vendra uses those requirements to assess suppliers and coordinate manufacturing, while remaining responsible for its own applicable compliance obligations. Each party must confirm the authorization and access controls relevant to its handling of controlled technical data.

Your program or contract may also reserve approval of a manufacturer, process, deviation, or finished part for a designated customer authority. Tell us which approvals apply when you submit the RFQ. We can gather supplier information and inspection records for those decisions, while the designated authority makes each required approval.

Questions about sourcing defense parts

Can you source a part that needs machining and finishing?

Yes. We assess the full manufacturing sequence, match the work with appropriate U.S. manufacturers, and coordinate the agreed handoffs. Include finishing specifications, inspection criteria, and required process records in your RFQ so we can confirm the scope before quoting.

What should I confirm before sharing controlled drawings?

Confirm the part’s classification and applicable contractual requirements with your designated export-control team. Before sharing drawings, confirm intended recipients, access restrictions, and the approved transfer method with that team and Vendra.

Can I require a certified supplier or an approved processor?

Yes. State the required certification, its applicable scope, or the approved-processor requirement in your RFQ. We assess supplier credentials against those requirements. If your program reserves supplier or process approval for a designated authority, that authority makes the decision.

Can I speak directly with the manufacturer?

Yes. Optional direct manufacturer communication can help resolve manufacturing questions for machined or fabricated parts. We continue to coordinate the agreed production, inspection, documentation, and delivery work.
